Making the case for health system strengthening
This brief paper summarizes some critical points that proposals with HSS activities must make for greater chance of success. Four country examples illustrate credible lines of argument.
This WHO document provides a simple framework for thinking about the key elements, or 'building blocks' of any health system, that may need to be tackled in order to improve access, quality of health services and ultimately health and health equity, in ways that are responsive and financially fair.

Toolkit for monitoring health system strengthening
This toolkit has 6 modules for monitoring: service delivery, information systems, financing, human resources, medical products and governance. It provides indicators and related measurement strategies. The draft version has been developed by WHO and the World Bank, in collaboration with country experts and other organizations working in this field.
